TO OFFER RESOURCE DEVELOPMENT ASSISTANCE TO SMALL EMERGING MINISTRIES THROUGH TECHNICAL ASSISTANCE AND TO GRANT AWARDS TO EMPOWER SELECTED MINISTRIES TO REACH THEIR FULL POTENTIAL IN SERVING THE CHRISTIAN COMMUNITY.
